Logistikkostnader och strejker belastar f\u00f6retagen mer \u00e4n i konkurrentl\u00e4nderna. L\u00e5ngdragna tillst\u00e5ndsprocesser med orimliga villkor begr\u00e4nsar investeringsm\u00f6jligheterna.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">N\u00e4r f\u00f6rtroendet f\u00f6r v\u00e5r f\u00f6rm\u00e5ga att betala tillbaka v\u00e5ra skulder f\u00f6rsvinner, rasar l\u00f6ner och pensioner, arbetsl\u00f6sheten m\u00e5ngfaldigas, de offentliga tj\u00e4nsterna vittrar s\u00f6nder och vi hamnar i en ond cirkel av kriminalitet och utsugningskapitalism. En titt p\u00e5 hur det g\u00e5tt i Grekland och Argentina kunde vara en \u00f6gon\u00f6ppnare.\u00a0\u00a0\u00a0\u00a0\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<h2>Vanvettig politisk styrning<\/h2>\n<p><span data-contrast=\"auto\">Transportprofessorn Talvitie har ber\u00e4knat att Finlands nuvarande budget f\u00f6r trafikleder \u00e4r 1,8 miljarder euro. Av denna summa anvisas 877 miljoner euro f\u00f6r v\u00e4gar och utvecklingen av dem. F\u00f6r j\u00e4rnv\u00e4gar och utvecklingen av dem anvisas 579 miljoner euro. Som underst\u00f6d f\u00f6r st\u00e4dernas kollektivtrafik har man anvisat 123 miljoner euro och som underst\u00f6d till enskilda v\u00e4gar 23 miljoner euro.<\/span><\/p>\n<p><span data-contrast=\"auto\">Den h\u00e4r politiska styrningen som gynnar sp\u00e5rbunden trafik \u00e4r inte f\u00f6rnuftig. Det statliga landsv\u00e4gsn\u00e4tet (78 000 km) betj\u00e4nar 92 procent av persontransporterna och 70 procent av godstransporterna i tonkilometer, dvs. 90 procent av dess v\u00e4rde. J\u00e4rnv\u00e4gsn\u00e4tet (5 600 km) betj\u00e4nar sex procent av passagerartrafiken och 25 procent av godstrafiken i tonkilometer.\u00a0<\/span><span data-contrast=\"auto\">V\u00e4gtrafiken \u00e4r tillg\u00e4nglig f\u00f6r alla och betalar mer \u00e4n dubbelt s\u00e5 mycket som den kostar samh\u00e4llet. J\u00e4rnv\u00e4gstrafiken betalar endast 10 % av bankostnaderna i form av banavgifter.<\/span><\/p>\n<p><span data-contrast=\"auto\">Projekten som syftar till att utveckla transportinfrastrukturen \u00e4r koncentrerade till j\u00e4rnv\u00e4gstrafiken. Man har planerat att investera hela 15 miljarder euro i tre projekt f\u00f6r h\u00f6ghastighetst\u00e5g. Dessa projekt har motiverats med h\u00e4nsyn till h\u00e5llbar utveckling och syssels\u00e4ttningseffekter.\u00a0<\/span><span data-contrast=\"auto\">Nu n\u00e4r v\u00e4gtrafiken elektrifieras, och med tiden kanske \u00f6verg\u00e5r till v\u00e4tgasenergi, har botten g\u00e5tt ur det f\u00f6rsta argumentet.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Det andra argumentet \u00e4r ocks\u00e5 d\u00e5ligt. Ett h\u00f6ghastighetst\u00e5g transporterar m\u00e4nniskor, inte varor. Det avhj\u00e4lper allts\u00e5 inte det grundl\u00e4ggande problemet med ekonomin. Det producerar inte heller n\u00e5got. Om servicen f\u00f6rb\u00e4ttras i ett avseende, f\u00f6rs\u00e4mras den i ett annat. Ett fem miljarders projekt skulle ge syssels\u00e4ttning i n\u00e5gra \u00e5r, men skulle i slut\u00e4ndan bli en utgiftsautomat.<\/span><\/p>\n<p><span data-contrast=\"auto\">L\u00e5t oss ta projektet med entimmest\u00e5get till \u00c5bo som exempel. Enligt en realistisk kostnadsber\u00e4kning, med tre procents r\u00e4nta och en amorteringstid p\u00e5 50 \u00e5r, m\u00e5ste skattebetalarna subventionera varje 30-euros biljett med 100 euro!\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<h2>Makt \u00e4r det centrala i problematiken<\/h2>\n<p><span data-contrast=\"auto\">V\u00e4rlden f\u00f6r\u00e4ndras snabbt i dag. N\u00e4r aff\u00e4rsm\u00f6jligheter uppst\u00e5r m\u00e5ste f\u00f6retagen kunna ta vara p\u00e5 dem i tid. Logistikl\u00f6sningarna borde st\u00f6dja denna utveckling p\u00e5 ett effektivt s\u00e4tt.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">En snabb och rationell tillst\u00e5ndsprocess skulle dock minska den milj\u00f6politiska makten. F\u00f6r n\u00e4rvarande kan myndighetsmaskineriet orsaka den projektansvariga h\u00f6ga kostnader och finansiering av den projektansvarigas n\u00e4rst\u00e5ende krets, eftersom maskineriet \u00e4r i st\u00e5nd att dra ned n\u00e4stan vilken typ av projekt som helst i tillst\u00e5ndsprocessen. Det h\u00e4r sker p\u00e5 godtycklig basis och utan n\u00e5got ansvar f\u00f6r den skada som orsakas den projektansvariga. Projekten hindras av o\u00e4ndligt m\u00e5nga detaljer som inte har n\u00e5gon betydelse i den stora och dynamiska helhet som naturen utg\u00f6r.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><span data-contrast=\"auto\">Till exempel f\u00f6rsenades hamnprojektet i Nordsj\u00f6 och orsakades till\u00e4ggskostnader p\u00e5 100 miljoner euro p\u00e5 grund av ett oers\u00e4ttligt agrarlandskap, en h\u00f6ks\u00e5ngares revir, en t\u00f6rnskatas revir och tenn som virvlade upp efter den tidens fraktfartyg, vilket motsvarade tv\u00e5 veckors lagligt utsl\u00e4pp.<\/span><\/p>\n<h2>Vad kan man avst\u00e5 fr\u00e5n<\/h2>\n<p><span data-contrast=\"auto\">Ledarskap \u00e4r att avst\u00e5 fr\u00e5n n\u00e5got till f\u00f6rm\u00e5n f\u00f6r n\u00e5got annat.\u00a0<\/span><span data-contrast=\"auto\">Genom att avst\u00e5 fr\u00e5n projekten med h\u00f6ghastighetst\u00e5g f\u00f6rb\u00e4ttras m\u00f6jligheterna att genomf\u00f6ra produktiva transportinfrastrukturprojekt.\u00a0<\/span><span data-contrast=\"auto\">Genom att avst\u00e5 fr\u00e5n grundl\u00f6sa milj\u00f6byr\u00e5kratiska maktstrukturer kan transportprojekt genomf\u00f6ras snabbare och till en rimlig kostnad. Situationen kommer att f\u00f6rv\u00e4rras ytterligare n\u00e4r Fehmarn-tunneln mellan Danmark och Tyskland \u00f6ppnas.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Byggandet av en fast f\u00f6rbindelse \u00f6ver Kvarken fr\u00e5n Vasa till Ume\u00e5 skulle f\u00f6rb\u00e4ttra situationen avsev\u00e4rt. Den skulle \u00f6ppna snabba och f\u00f6rm\u00e5nliga f\u00f6rbindelser fr\u00e5n v\u00e5r industris k\u00e4rnomr\u00e5den till Skandinavien, Europa och Nordamerika. Ny n\u00e4ringslivsverksamhet skulle uppst\u00e5 i omr\u00e5det Vasa &#8211; Ume\u00e5 och \u00e4ven l\u00e4ngre omkring i det omr\u00e5de som ber\u00f6rs av projektet.\u00a0<\/span><span data-contrast=\"auto\">Underh\u00e5llss\u00e4kerheten och industrins leveranss\u00e4kerhet skulle f\u00f6rb\u00e4ttras. Det skulle inte kosta 2 miljarder euro i veckan att sk\u00f6ta intressebevakningen f\u00f6r n\u00e5gra tusen stuveriarbetare.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Milj\u00f6fr\u00e5gorna har setts som ett hinder f\u00f6r en fast f\u00f6rbindelse. Sanningen \u00e4r ocks\u00e5 att v\u00e4gstr\u00e4ckningen \u00e4r minerad med naturskyddsomr\u00e5den. Projektet kommer inte att f\u00e5 n\u00e5gra n\u00e4mnv\u00e4rda milj\u00f6konsekvenser ut\u00f6ver f\u00f6r\u00e4ndringar i de lokala vattenstr\u00f6mmarna.\u00a0<\/span><span data-contrast=\"auto\">Minimikostnaden f\u00f6r projektet \u00e4r cirka 4 miljarder euro (en tillf\u00f6rlitlig kostnadsber\u00e4kning kr\u00e4ver unders\u00f6kningar av bottnen). Kostnaderna skulle f\u00f6rdelas mellan Finland, Sverige och kanske EU. Man skulle kunna ta ut v\u00e4gtullar f\u00f6r trafiken.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">I vilket fall som helst kr\u00e4ver en fast f\u00f6rbindelse \u00f6ver Kvarken att den godk\u00e4nns av parlamenten i Finland och Sverige, s\u00e5 myndighetsmaskineriet inte kan stoppa projektet. En logisk forts\u00e4ttning p\u00e5 byggandet av f\u00f6rbindelsen skulle vara att f\u00f6rb\u00e4ttra v\u00e4gf\u00f6rbindelserna fr\u00e5n Vasa till Bj\u00f6rneborg, Tammerfors, Kuopio och Ule\u00e5borg.<\/span><\/p>\n<h2>Avslutningsvis<\/h2>\n<p><span data-contrast=\"auto\">Grunden f\u00f6r Finlands ekonomi h\u00e5ller p\u00e5 att hamna i kris. Genom att bygga en fast f\u00f6rbindelse \u00f6ver Kvarken skulle man kunna sanera grunden f\u00f6r ekonomin. En f\u00f6ruts\u00e4ttning \u00e4r naturligtvis att man avst\u00e5r fr\u00e5n projekten med h\u00f6ghastighetst\u00e5gen och att subventionerna till j\u00e4rnv\u00e4gsn\u00e4tet och kollektivtrafiken minskas.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Men enbart det h\u00e4r r\u00e4cker inte. N\u00e4r aff\u00e4rsm\u00f6jligheter uppst\u00e5r m\u00e5ste f\u00f6retagen kunna ta vara p\u00e5 dem i tid. F\u00f6r att det h\u00e4r ska vara m\u00f6jligt b\u00f6r alla milj\u00f6tillst\u00e5ndsprocesser (planl\u00e4ggning medr\u00e4knad) inklusive domstolsbehandling kunna sk\u00f6tas med fokus p\u00e5 det v\u00e4sentliga och inom h\u00f6gst tv\u00e5 \u00e5r. Det skulle underl\u00e4tta om processen skulle basera sig p\u00e5 en j\u00e4mf\u00f6relse av projektens f\u00f6r- och nackdelar.
