The motivation for establishing a working committee for culture and education is the green transition and new industrialization currently taking place on both sides of the Kvarken.<\/span> Culture has increasingly become an important factor in the effort to secure competence and improve the region\u2019s attractiveness.<\/span> Cooperation in the Kvarken region can open doors for new investments and projects that can benefit the ongoing transition work.<\/span><\/p>\n

\u2013 V\u00e4sternorrland has a good history of collaboration with Ostrobothnia in cultural and educational matters.<\/span> Since several cultural project initiatives are currently relevant, the establishment of a working committee is in line with the Kvarken Council\u2019s Cross-Border Development Strategy\u202f2030, says <\/span>Mr Jonny Lundin, <\/span><\/b>Regional Councillor of V\u00e4sternorrland and Chairman of the working committee for culture and education.<\/span>\u00a0<\/span><\/p>\n

One of the focus areas in the Kvarken Council\u2019s Cross-Border Development Strategy\u202f2030 is \u201cInteraction Between Residents\u201d.<\/span> This focus area consists of the following keywords: cultural and popular cooperation, culture as a regional development force, work and activities of an association, and civil society.<\/span><\/p>\n

The Kvarken Council EGTC currently has 37\u202fmembers, and the working committee\u2019s aim is to strengthen cooperation among these members on cultural and educational issues.<\/span> A workshop will be organized in Ume\u00e5, Sweden, on 28\u201329\u202fAugust\u202f2024 with the aim of gathering around 40\u202fcultural stakeholders from the Kvarken region.<\/span> The workshop is organized as part of the ongoing Interreg Aurora feasibility study <\/span>Cultural Platform Kvarken<\/span><\/b>.<\/span>\u00a0<\/span><\/p>\n

\u2013 The working committees carry out concrete activities and initiatives that contribute to regional development.<\/span> Their work ensures that collaboration continues even when there are no active projects bringing the stakeholders together.<\/span> Establishing working committees is a concrete example of how we implement our organization form, the EGTC, says <\/span>Ms<\/span><\/b> Veronica Berg<\/span><\/b>, the Kvarken Council\u2019s Development Manager.<\/span>\u00a0<\/span><\/p>\n

The working committee for culture and education consists of the following representatives from the Kvarken Council\u2019s Board: Regional Councillor of V\u00e4sternorrland <\/span>Mr Jonny Lundin <\/span><\/b>(Chairman), Mayor of Kurikka <\/span>Ms Anna-Kaisa Pusa<\/span><\/b> (Vice Chairman) and <\/span>Mr Mattias Larsson<\/span><\/b> and <\/span>Ms Lilly B\u00e4cklund<\/span><\/b> from<\/span> Region V\u00e4sterbotten.<\/span> The working committee for education and culture is the third working committee within the Kvarken Council EGTC; the previous two include the working committee for energy and the working committee for traffic and infrastructure.<\/span><\/p>\n

The Kvarken Council EGTC <\/span><\/i><\/b>is a Nordic cross-border cooperation platform for three Ostrobothnian counties in Finland and the regions of V\u00e4sterbotten and V\u00e4sternorrland in Sweden. Together they form the Kvarken region.<\/span><\/i> We are the most democratic multi-level governance structure in the Nordic countries and the first fully Nordic EGTC area.<\/span><\/i> We promote all types of cross-border cooperation with the ambition to develop our region to become as good as possible for future generations. Mats Brandt, Regional Mayor at the Regional Council of Ostrobothnia and representative of the Kvarken Council, participated in Europaforum Norra Sverige in Sundsvall, Sweden, and took the opportunity to emphasize both Finland\u2019s long tradition of security of supply and the forward-looking Nordic Connector project.<\/p>

The forum\u2019s theme, \u201cNorthern EU in a New Geopolitical Perspective\u201d, provided Brandt with a perfect stage to discuss how regions can play a larger role in Europe\u2019s geopolitical development. Brandt reminded that Finland\u2019s security of supply has deep historical roots dating back to the First World War.<\/p>

\u2013 Iron, gunpowder, and grain \u2013 that\u2019s where it starts. We are very proud of our capacity to maintain continuity during crises, which has been proven several times throughout history, not least during the oil crisis and the COVID-19 pandemic, he explained.<\/p>

However, the central part of Brandt\u2019s presentation was dedicated to the Nordic Connector project, which he describes as a lifeline for the security and development of the region and the entire Northern Nordics.<\/p>

Brandt emphasized that the project offers a new dimension of cooperation and integration across regional borders. It can act as a catalyst for further collaboration and development and has the potential to radically reshape future landscapes in both the Northern Nordics and Europe.<\/p>

\u2013 Through Nordic Connector, we are not only creating new trade routes and communication lines but also stronger ties between communities across regional borders, which enhances our collective resilience up here in the North, he explained.<\/p>

\u2013 This vision of connectivity has occasionally been forgotten but is today more relevant than ever. We are facing not just an opportunity to physically connect two coasts but also to ideologically and economically integrate the northern parts of Europe, Brandt concluded.<\/p>

In his speech at Europaforum, Brandt emphasized the importance of continuing to promote development initiatives like these at regional, national, and European levels to ensure success and to strengthen security and development in northern Europe.<\/p>
