Scandria Alliance<\/strong> hosted a webinar titled \u201dFixed Links: A Strong ScanMed Corridor in the North\u201d<\/em> in collaboration with its member, the Kvarken Council.<\/strong> We presented the Nordic Connector<\/strong> project, which aims to establish a permanent link between Finland and Sweden across the Kvarken, alongside other large-scale planned, built, and ongoing fixed links in the ScanMed Corridor. At the same time, this provided valuable insights for developing connections in the Kvarken region.<\/p>\n

Success Factors from the Fehmarn Belt Project<\/strong><\/h2>\n

Jacob Vestergaard,<\/strong> Senior Adviser at Femern A\/S, outlined the key success factors of the Fehmarn Belt project, such as using prefabricated tunnel elements and a financing model based on user fees, which facilitated the project\u2019s implementation. He highlighted the project\u2019s societal benefits: \u201cIt\u2019s not just about concrete and steel; it\u2019s about people.\u201d<\/em><\/p>\n

Vestergaard also summarized the project\u2019s success with three Ps: Patience, Professionalism,<\/em> and Perseverance<\/em> \u2013 a model that could serve as an inspiration for the Nordic Connector project.<\/p>\n

Strengthening Local Economies and Community Benefits<\/strong><\/h2>\n

Vestergaard emphasized the importance of large infrastructure projects for local economies and communities. For instance, the \u00d8resund link has expanded the job and housing markets between Copenhagen and Malm\u00f6, benefiting both regions.<\/p>\n

\u2013 Such links broaden local job and housing markets and strengthen regional cooperation, Vestergaard explained.<\/p>\n

Similar benefits would be possible in the Kvarken region, where the Nordic Connector would strengthen economic ties and ease mobility between regions.<\/p>\n

Environmental Responsibility in Planning<\/strong><\/h2>\n

The Fehmarn project has taken special care to mitigate environmental impacts and compensate for habitat loss by restoring double the amount of affected nature.<\/p>\n

\u2013 We are building with respect for nature and creating new habitats to offset potential impacts, Vestergaard emphasized.<\/p>\n

Such environmental considerations could be integrated into the Nordic Connector, helping preserve and enhance the Kvarken region\u2019s sensitive ecosystem.<\/p>\n

Technical and Local Expertise to Foster Innovation<\/strong><\/h2>\n

Vestergaard highlighted how the Fehmarn Belt project promoted local employment and technical skills by employing innovative solutions like prefabricated tunnel elements. He stressed the importance of remembering the \u201cwhy\u201d behind the work \u2013 the broader societal goals of the project.<\/p>\n

\u2013 Technical challenges are inevitable, but it\u2019s important to remember why.We aren\u2019t just working with concrete and steel; we are working for people who need to understand why we are doing this, Vestergaard explained.<\/p>\n

This mindset is also embedded in the Nordic Connector project, whose \u201cwhy\u201d is rooted in long-term economic, social, and energy accessibility benefits.<\/p>\n

Lessons from the \u00d8resund Project and Other Major Projects<\/strong><\/h2>\n

Klaus-Uwe Sondermann, <\/strong>Managing Director of KombiConsult GmbH, shared insights from major fixed link projects, including the \u00d8resund connection. He emphasized how permanent links, such as the \u00d8resund Bridge-Tunnel between Denmark and Sweden, have strengthened regional cooperation and mobility within Europe. The \u00d8resund connection has played a key role in integrating the labor and housing markets between Copenhagen and Sk\u00e5ne, facilitating workforce mobility and fostering commercial and cultural ties. Inspired by this success, new projects are under development, including the \u00d8resund Metro, which would further reduce travel time.<\/p>\n

Sondermann also presented other similar European projects, such as the HH Tunnel between Helsing\u00f8r and Helsingborg, the fixed link across the Strait of Messina between Sicily and mainland Italy, and the Helsinki\u2013Tallinn Tunnel, which would connect the capitals of Finland and Estonia. These projects aim to improve accessibility across regions. Sondermann highlighted that fixed links can bring significant social and economic benefits but require careful planning and sustainable financing to be realized.<\/p>\n

\u2013 EU funding and support from local communities are often crucial for project progress. Monitoring environmental impacts and transparent communication are also essential for local residents to engage with and understand the benefits of these projects.<\/p>\n

Summary of Lessons from Major Projects:<\/strong><\/h2>\n

  1. Clear communication on project importance
    \n<\/strong>Communicating the project\u2019s necessity and local benefits, such as supporting green transport goals, integrating labor markets, and enhancing cultural and commercial connections, is crucial (Sondermann and Vestergaard).<\/li>\n
  2. Transparent environmental impact monitoring
    \n<\/strong>Using an open database to monitor environmental impacts builds trust and demonstrates that environmental considerations are addressed throughout the process (Vestergaard).<\/li>\n
  3. Involving and informing the local community
    \n<\/strong>Visiting days aimed at locals, newsletters, and direct communication with neighbors can promote acceptance of the project (Vestergaard).<\/li>\n
  4. Flexible structural solutions
    \n<\/strong>The \u00d8resund Bridge-Tunnel demonstrates how various structural solutions, such as bridges and tunnels, can adapt to the environment and local needs, including proximity to shipping lanes and airports (Sondermann).<\/li>\n
  5. Retention and transfer of expertise
    \n<\/strong>Retaining the production facility in the Fehmarn project enables cost efficiency and expertise for future projects, and preserving knowledge within a network is also essential (Vestergaard, Sondermann).<\/li>\n
  6. Collaboration with other projects
    \n<\/strong>Sharing experiences with other major projects, such as the Brenner Base Tunnel, can reduce technical and administrative challenges and leverage best practices (Sondermann).<\/li>\n
  7. Sustainable financing model and user-based funding
    \n<\/strong>The user-based financing model applied in the Fehmarn Tunnel, where users pay for use, can enable large infrastructure projects without significantly impacting the state budget (Vestergaard).<\/li>\n
  8. Visionary thinking combined with realistic goals
    \n<\/strong>Implementing large infrastructure projects requires both visionary thinking and setting realistic goals to justify long-term benefits to stakeholders (Sondermann).<\/li>\n<\/ol>\n

    Mats Brandt, Regional Mayor at the Regional Council of Ostrobothnia and representative of the Kvarken Council, participated in Europaforum Norra Sverige in Sundsvall, Sweden, and took the opportunity to emphasize both Finland\u2019s long tradition of security of supply and the forward-looking Nordic Connector project.<\/p>

    The forum\u2019s theme, \u201cNorthern EU in a New Geopolitical Perspective\u201d, provided Brandt with a perfect stage to discuss how regions can play a larger role in Europe\u2019s geopolitical development. Brandt reminded that Finland\u2019s security of supply has deep historical roots dating back to the First World War.<\/p>

    \u2013 Iron, gunpowder, and grain \u2013 that\u2019s where it starts. We are very proud of our capacity to maintain continuity during crises, which has been proven several times throughout history, not least during the oil crisis and the COVID-19 pandemic, he explained.<\/p>

    However, the central part of Brandt\u2019s presentation was dedicated to the Nordic Connector project, which he describes as a lifeline for the security and development of the region and the entire Northern Nordics.<\/p>

    Brandt emphasized that the project offers a new dimension of cooperation and integration across regional borders. It can act as a catalyst for further collaboration and development and has the potential to radically reshape future landscapes in both the Northern Nordics and Europe.<\/p>

    \u2013 Through Nordic Connector, we are not only creating new trade routes and communication lines but also stronger ties between communities across regional borders, which enhances our collective resilience up here in the North, he explained.<\/p>

    \u2013 This vision of connectivity has occasionally been forgotten but is today more relevant than ever. We are facing not just an opportunity to physically connect two coasts but also to ideologically and economically integrate the northern parts of Europe, Brandt concluded.<\/p>

    In his speech at Europaforum, Brandt emphasized the importance of continuing to promote development initiatives like these at regional, national, and European levels to ensure success and to strengthen security and development in northern Europe.<\/p>
