A Strategic Investment for Nordic Societies of the Future<\/strong><\/h2>\n

Since spring, the project for a fixed connection across the Kvarken has made significant strides in feasibility studies and strategic partnerships. The Finnish Transport Infrastructure Agency leads the Kvarken Fixed Connection Feasibility Study<\/em>, an extensive investigation into the technical, environmental, and economic conditions for the fixed connection. The Kvarken Council is part of the study\u2019s steering group and provides a cross-border perspective to ensure the planned connection meets both local and national needs in Finland and Sweden. In addition to the Transport Infrastructure Agency and the Kvarken Council, the steering group includes the Swedish Transport Administration, Region V\u00e4sterbotten, the Regional Council of Ostrobothnia, Traficom, and the Finnish Ministry of the Environment, giving the project strong support and extensive expertise. The needs assessment and feasibility study were put out to tender, and WSP Finland was selected to carry them out. The feasibility study will be completed in spring\u00a02025.<\/p>\n

Nordic Connector: A Broader Perspective on Infrastructure and Growth<\/strong><\/h2>\n

In parallel with the Transport Infrastructure Agency\u2019s feasibility study, the Kvarken Council is leading the Nordic Connector initiative, which provides a broader regional outlook beyond the fixed connection itself. The Nordic Connector project highlights potential for increased integration and cooperation in transport, energy, and economy in the Northern Nordics. Through this work, the Kvarken Council aims to show how a fixed connection can serve as a catalyst for sustainable energy transfer, green industry, and long-term security in the Nordic countries and Northern Europe.<\/p>\n

FLINC: Financial Study for a Sustainable Future<\/strong><\/h2>\n

In order to establish a sustainable financial basis for a future fixed connection, the Kvarken Council has applied for funding for the FLINC project (Financing Large-scale Infrastructure \u2013 Nordic Connector) through Interreg Aurora. FLINC, a separate study, aims to develop innovative financing models for a large infrastructure investment, contingent on approved funding. A central aspect of the FLINC analysis is to consider the wider societal benefits, highlighting how the project can yield positive outcomes for society as a whole. The focus is on identifying sustainable solutions that combine public and private resources, thus making FLINC an essential complement to the Kvarken Fixed Connection Feasibility Study<\/em>. Together, these projects provide the foundation for an economically sustainable infrastructure investment as part of the package the Transport Infrastructure Agency will present to the Finnish Ministry. A decision on funding is expected by January\u00a02025.<\/p>\n

Autumn\u2019s Progress: Strategic Meetings and Study Visits in Ume\u00e5 and Vaasa<\/strong><\/h2>\n

This autumn, the Transport Infrastructure Agency and the Kvarken Council held several dialogue meetings with stakeholders in technology, environment, and security in both Sweden and Finland. They addressed critical issues like military mobility and energy integration. On September\u00a03\u20134, the Kvarken Council organized a study visit for the Transport Infrastructure Agency\u2019s working group to Ume\u00e5 and Vaasa, showcasing the connection\u2019s regional significance and its broader geographic reach (e.g. from inland Finland to the Norwegian coast). The visit included presentations from prominent figures in industry, regional development, and politics.<\/p>\n

In Ume\u00e5, Chairman of the Municipal Executive Board Hans Lindberg presented how a fixed connection would benefit logistics and business in V\u00e4sterbotten. Representatives from the V\u00e4sterbotten Chamber of Commerce and the industrial company Komatsu emphasized how improved infrastructure would strengthen supply chains and foster growth in the region.<\/p>\n

In Vaasa, W\u00e4rtsil\u00e4 showcased its Sustainable Technology Hub, where the company\u2019s management described the logistical advantages a fixed connection would provide for their sustainable technology development and international market exports. The Ostrobothnia Chamber of Commerce also explained how a fixed connection across the Kvarken would promote economic growth and enhance the region\u2019s role as a transport hub in Northern Europe. Local politicians and regional representatives addressed the project\u2019s strategic significance for preparedness and green transition, underscoring the importance of continued project development.<\/p>\n

Next Steps: Technical Assessments and Financial Solutions for a Stronger Nordic Infrastructure<\/strong><\/h2>\n

Ahead of winter, the Transport Infrastructure Agency\u2019s team will continue work on technical assessments and environmental impact analyses for the Kvarken Fixed Connection Feasibility Study<\/em>, while the Kvarken Council, through FLINC, aims to prepare an assessment into funding possibilities to secure the project\u2019s economic foundation and wider societal benefits. Together, these projects contribute to a larger goal: a fixed connection across the Kvarken that, beyond improving infrastructure, has the potential to transform social development in the Nordic countries and strengthen Northern Europe\u2019s competitiveness and security.<\/p>\n

Mats Brandt, Regional Mayor at the Regional Council of Ostrobothnia and representative of the Kvarken Council, participated in Europaforum Norra Sverige in Sundsvall, Sweden, and took the opportunity to emphasize both Finland\u2019s long tradition of security of supply and the forward-looking Nordic Connector project.<\/p>

The forum\u2019s theme, \u201cNorthern EU in a New Geopolitical Perspective\u201d, provided Brandt with a perfect stage to discuss how regions can play a larger role in Europe\u2019s geopolitical development. Brandt reminded that Finland\u2019s security of supply has deep historical roots dating back to the First World War.<\/p>

\u2013 Iron, gunpowder, and grain \u2013 that\u2019s where it starts. We are very proud of our capacity to maintain continuity during crises, which has been proven several times throughout history, not least during the oil crisis and the COVID-19 pandemic, he explained.<\/p>

However, the central part of Brandt\u2019s presentation was dedicated to the Nordic Connector project, which he describes as a lifeline for the security and development of the region and the entire Northern Nordics.<\/p>

Brandt emphasized that the project offers a new dimension of cooperation and integration across regional borders. It can act as a catalyst for further collaboration and development and has the potential to radically reshape future landscapes in both the Northern Nordics and Europe.<\/p>

\u2013 Through Nordic Connector, we are not only creating new trade routes and communication lines but also stronger ties between communities across regional borders, which enhances our collective resilience up here in the North, he explained.<\/p>

\u2013 This vision of connectivity has occasionally been forgotten but is today more relevant than ever. We are facing not just an opportunity to physically connect two coasts but also to ideologically and economically integrate the northern parts of Europe, Brandt concluded.<\/p>

In his speech at Europaforum, Brandt emphasized the importance of continuing to promote development initiatives like these at regional, national, and European levels to ensure success and to strengthen security and development in northern Europe.<\/p>
