Projektet E12 Atlantica Transport har d\u00e4rf\u00f6r sammanst\u00e4llt problembilden och utarbetat f\u00f6rslag till \u00e5tg\u00e4rder. Projektet \u00e4r inne p\u00e5 slutrakan och den 8 mars samlade man trafikmyndigheterna fr\u00e5n Sverige, Norge och Finland till ett unikt m\u00f6te p\u00e5 Arlanda.<\/strong><\/em><\/p>\n<p><img decoding=\"async\" class=\" wp-image-7828 alignnone\" src=\"https:\/\/www.kvarken.org\/wp-content\/uploads\/2021\/02\/1_resizedimage600316-Arlanda-1-300x158.jpg\" alt=\"\" width=\"446\" height=\"235\" \/><br \/>\n<em>Representanter fr\u00e5n trafikmyndigheterna i Norge, Sverige och Finland, samlades tillsammans med projektledningen, Nordiska r\u00e5det och N\u00e4ringslivets transportr\u00e5d f\u00f6r ett historiskt m\u00f6te p\u00e5 Arlanda den 8 mars 2018.<\/em><\/p>\n<p>Under projektets g\u00e5ng har man str\u00e4vat till att \u00f6ppna en f\u00f6rdjupad dialog med <em><strong>Trafikverken<\/strong><\/em> i Finland och Sverige samt <em><strong>Jernbanedirektoratet<\/strong><\/em> och <em><strong>Statens vegvesen<\/strong><\/em> i Norge om vikten av gr\u00e4ns\u00f6verskridande planering. De var alla n\u00e4rvarande tillsammans med representanter fr\u00e5n <em><strong>Nordiska r\u00e5det<\/strong> <\/em>och <em><strong>N\u00e4ringslivets transportr\u00e5d<\/strong><\/em>, vid m\u00f6tet som i det n\u00e4rmaste kan beskrivas som historiskt.<\/p>\n<p>\u2013 Enbart det faktum att vi lyckats samla dessa runt samma bord \u00e4r fantastiskt, anser <em><strong>Andreas Forsgren<\/strong><\/em>, som fungerat som projektledare f\u00f6r <em><strong>E12 Atlantica Transport<\/strong><\/em>. Det visar p\u00e5 ett stort intresse f\u00f6r fr\u00e5gan och betydelsen av infrastrukturen som det moderna samh\u00e4llets blodomlopp. Nu kan vi b\u00f6rja titta p\u00e5 spelplanen tillsammans \u2013 projektet och det underlag som skapats genom det beh\u00f6vdes, och att vi h\u00e4r i v\u00e5r region \u00e4r f\u00f6reg\u00e5ngare \u00e4r stort, forts\u00e4tter Andreas.<\/p>\n<p>I projektet har man analyserat de nationella planeringssystemen utifr\u00e5n ett gr\u00e4ns\u00f6verskridande perspektiv. Slutsatserna har vid tre nationella dialogm\u00f6ten i Solna, Trondheim och Helsingfors kommunicerats vidare till trafikmyndigheterna i respektive land. Nu finns en samst\u00e4mmighet och en gemensam vilja att genomf\u00f6ra konkreta \u00e5tg\u00e4rder f\u00f6r att skapa ett mer gr\u00e4ns\u00f6verskridande synss\u00e4tt. \u2028\u2028Inf\u00f6r den avslutande tr\u00e4ffen p\u00e5 Arlanda, har man f\u00f6rt in synpunkterna fr\u00e5n de nationella m\u00f6tena i dialogmaterialet. M\u00e5let med m\u00f6tet var att presentera och diskutera de \u00e5tg\u00e4rder man f\u00f6resl\u00e5r f\u00f6r att minska det gr\u00e4nshinder som dagens nationella system inneb\u00e4r.<\/p>\n<p>\u2013 M\u00f6tet p\u00e5 Arlanda handlade om att knyta ihop s\u00e4cken, f\u00f6rklarar <em><strong>Jerker Sj\u00f6gren<\/strong><\/em>, Jesjo Konsult, som fungerat som konsult i projektet. En gemensam bild av nul\u00e4get och en positiv samsyn om behovet av gr\u00e4ns\u00f6verskridande planering har skapats, och nu kan n\u00e4ringslivet, gr\u00e4nskommitt\u00e9erna samt Nordiska r\u00e5det g\u00f6ra sitt f\u00f6r att trycka p\u00e5.\u2028Samtidigt beh\u00f6vs regeringsuppdrag f\u00f6r att komma vidare. Arbetsgruppen f\u00f6r nordiskt myndighetssamarbete, som tillkom ifjol efter svenskt initiativ, \u00e4r en god b\u00f6rjan, konstaterar Jerker och till\u00e4gger efter m\u00f6tet att det \u00f6vertr\u00e4ffade hans f\u00f6rv\u00e4ntningar.<\/p>\n<p>Han \u00e4r \u00f6vertygad om att det hos enskilda ministrar finns ett intresse f\u00f6r saken, men problemet \u00e4r att man p\u00e5 regeringsniv\u00e5 hittills inte pratat ihop sig.<br \/>\n\u2013 Vi har presenterat konkreta f\u00f6rslag som mottagits v\u00e4l och nu finns det goda f\u00f6ruts\u00e4ttningar att komma fram\u00e5t i fr\u00e5gan. Men v\u00e4gen till f\u00f6rverkligande \u00e4r l\u00e5ng och det r\u00e4cker det inte l\u00e4ngre med v\u00e4lvilliga uttalanden p\u00e5 politikerniv\u00e5, anser Jerker.<br \/>\n<em><strong>\u2028Jonas Westin<\/strong><\/em>, forskare p\u00e5 Ume\u00e5 Universitet och \u00e4ven han engagerad i E12 Atlantica Transport, forts\u00e4tter:<\/p>\n<p>\u2013Riksdag och regering fattar nationella beslut utg\u00e5ende fr\u00e5n nationella data och statistik. F\u00f6r bilaterala f\u00f6rhandlingar och beslut kr\u00e4vs ett helt annat beslutsunderlag vilket kr\u00e4ver nya metoder, dataunderlag och verktyg. Andreas, Jerker och Jonas var alla mycket n\u00f6jda efter m\u00f6tet.<\/p>\n<p>\u2013 Det k\u00e4nns v\u00e4ldigt bra. En gemensam syn p\u00e5 problembilden \u00e4r en f\u00f6ruts\u00e4ttning f\u00f6r att gr\u00e4nsregioner och \u00f6st-v\u00e4stliga transporter ska kunna utvecklas p\u00e5 lika villkor som de nord-sydliga.
